Effingham, IL -(Effingham Radio)- Until further notice, the members of the City of Effingham Plan Commission and City of Effingham Zoning Board of Appeals will be conducting their respective meetings using ZOOM with the meeting live streamed to the City of Effingham website at http://www.effinghamil.com/government/live-stream-meetings.
The live stream is for viewing the meeting only and does not provide for Public participation. The live stream has a delay so it takes a few minutes to be displayed – and in the past, there have been technical difficulties that delayed the live stream even further.
The Public is welcome to attend the Plan Commission and Zoning Board of Appeals meetings in the Effingham City Hall Council Chambers in person but shall observe the following guidelines:
- It is requested only members of the Public wishing to provide testimony/comment or ask questions at a Public Hearing attend the meeting. A SPEAKER’S CARD IS NOT REQUIRED FOR A PUBLIC HEARING. Members of the Public only observing, rather than attending in person, are asked to use the City website live stream – http://www.effinghamil.com/government/live stream-meetings
- To accommodate all wishing to attend, it is requested but NOT REQUIRED to notify City Planner Greg Koester by phone or text: (217) 821-7731 or email: gkoester@effinghamil.com
- A SPEAKER’S CARD IS REQUIRED TO ADDRESS THE COMMISSION OR BOARD ON AGENDA ITEMS NOT SUBJECT TO A PUBLIC HEARING. A Speaker’s Card shall be submitted prior to the start of the meeting. Speaker’s Cards are available in the City Council Chambers and are available on the City website at: http://www.effinghamil.com/government/city-council/speaker s-card
- A face covering must be used when entering City Hall. It may be removed when seated and when talking. Social Distancing must be observed at all times, seating is arranged accordingly.
If members of the Public are not comfortable with attending in person, the City is providing alternate means of participating in the meeting. They are as follows:
- Public Hearing Notices (published in the Effingham Daily News at least 15 days but no more than 30 days prior to the meeting) and Meeting Agendas will be posted on the City website. The Public Hearing Notices posted will include links for the submission of comments. For comments received prior to the Agenda being posted on the City website, they will be included with the Agenda and made part of the Public Hearing record. Comments received after posting the Agenda will be read into the record at the meeting.
- For Public Hearings, the Public may also provide testimony/comments and/or ask questions during the meeting via text message or phone call or email to City Planner Greg Koester at (217) 821-7731 – gkoester@effinghamIL.com. Text messages and emails will be read into the record.
- For other Agenda items, the Public shall submit a Speaker’s Card prior to the start of the meeting. Speaker’s Cards are available on the City website at: http://www.effinghamil.com/government/city-council/speaker-s-card
