EFFINGHAM COUNTY JAIL

March 22, 2021

Effingham Police arrested 44 year old Chad J. Pennell of Milwaukee, WI for a Waukesha, WI FTA warrant for child abuse- unintentionally causing harm, driving while license revoked, revoked registration, and speeding. Chad was taken to the Effingham County jail.
Effingham Police arrested 49 year old Kevin T. Olsen of St. Elmo for possession of <5g of meth, possession of drug paraphernalia, and illegal transportation of alcohol by driver. Kevin was taken to the Effingham County jail.

March 23, 2021

Illinois State Police arrested 47 year old Regina L. Clark of Piedmont, MO for domestic battery and no driver’s license. Regina was given an NTA and was released.
Effingham Police arrested 24 year old Taylor C. Paraiso of Strasburg for possession of meth 5-15g, possession of stolen property, no valid registration, operating an uninsured motor vehicle, possession of open title. Taylor was taken to the Effingham County jail.

March 24, 2021

Illinois State Police arrested 32 year old Liang You of Quakertown, PA for possession of cannabis over 5000g, manufacturing cannabis >5000g, and cannabis trafficking. Liang was taken into custody.
Effingham Police arrested 22 year old Mitchell D. Tuttle of Stewardson for an Effingham County PSC warrant for a failure to report to jail on January 24th per court order, and a Richland County FTA warrant for obstruction. Mitchell was taken to the Effingham County jail.
Effingham Police arrested 24 year old Travis A. Durbin of Effingham for domestic battery. Travis was taken to the Effingham County jail.
Effingham Police arrested 20 year old Jesse L. Kollman of St. Elmo for battery, aggravated assault, possession of ammo by a felon, leaving the scene of an accident with injury, and driving while license suspended. Jesse was taken to the Effingham County jail.

March 17, 2021

At 10:30 A.M. at 201 S. Banker a vehicle driven by Donald P. Sims, 58, Duquoin, struck and damaged a brick pillar owned by Dust and Sons, Effingham. No injuries and no citations.
At 4:41 P.M. at the intersection of Willow and Pembroke a vehicle driven by Argie Tarwoe, 30, Sugar Hill, GA, rear-ended a vehicle driven by Crystal A. Lutz, 39, Newton. Tarwoe, as well as two juvenile passengers in Lutz’ vehicle, sustained injuries and were transported by ambulance to HSHS St. Anthony’s Memorial Hospital for treatment. Lutz was ticketed for Operating an Uninsured Motor Vehicle.

March 18, 2021

At 7:49 A.M. at the intersection of Jaycee and Banker a vehicle driven by Stephen W. Rutherford, 38, Louisville, turned into the path of and was struck by a vehicle driven by Bradley M. Ault, 49, Effingham. Both drivers sustained injuries but refused treatment. No citations.
At 11:26 A.M. at 1204 Ave of Mid America a vehicle driven by Glenda D. Hyneman, 70, Shelbyville, struck a pedestrian, Kimberly D. Garrison, 47, St. Elmo. No injuries and no citations.

March 20, 2021

At 12:34 P.M. at 3010 N. 3rd a vehicle driven by Cody R. Lee, 26, Olney, left the roadway and drove into a ditch. No injuries. Lee was ticketed for Driving Under the Influence – Drugs, Possession of a Controlled Substance, Improper Lane Usage, and Failure to Reduce Speed to Avoid an Accident.
