Three Arrested in Mattoon on Sexual Abuse Charges

Mattoon, IL-(Effingham Radio)- Three individuals were recently arrested by the Mattoon Police Department on various sexual abuse charges.

According to three separate posts on their Facebook page, the Mattoon Police Department recently took three individuals into custody on various sexual abuse charges.

According to the first Facebook post, the Mattoon Police Department took 52-year-old, Keith W Tipton, of Mattoon into custody on April 8th. Tipton was arrested for Criminal Sexual Assault, Criminal Sexual Abuse, and Sexual Exploitation of a Child. Tipton allegedly had sexual contact with two juveniles since the summer of 2021. One victim was identified as under the age of 17 and the other was identified to be under the age of 13. Tipton is a registered sexual predator with prior convictions in Illinois and California. He was taken to the Coles County Jail and his bond was set at $150,000.

Tipton appeared in Coles County Court on April 14th with a public defender. Tipton pled not guilty and requested a jury trial. He will make his next appearance in Coles County Court in May. He is being charged with two counts of Aggravated Criminal Sexual Abuse/Victim <18 a Class 1 Felony, two counts of Aggravated Criminal Sexual Abuse/ Victim >5 a Class 2 Felony, and one count of Criminal Sexual Assault/Consent a Class 1 Felony.

A second Facebook post states that Mattoon Police took 25-year-old, Jerome D Redmond, of Chicago into custody on April 9th. Redmond was arrested for Aggravated Criminal Sexual Abuse and Contributing to the Delinquency of a Minor. Allegedly, Redmond had provided alcohol and cannabis to a minor under the age of 17 before having sexual contact with the minor. Redmond was taken to the Coles County Jail and his bond was set at $75,000.

Redmond appeared in Coles County Court on April 14th with a public defender. Redmond pled not guilty and requested a jury trial. He will appear in Coles County Court again in May. He is being charged with one count of Aggravated Criminal Sexual Abuse/ Victim >5, a Class 2 Felony.

A third Facebook post states that Mattoon Police took 34-year-old, Valerie J Owens, of Mattoon into custody on April 13th. Owens was arrested for Criminal Sexual Abuse. Allegedly, Owens had sexual contact with a juvenile under the age of 17 multiple times within a two-week period. She was taken to the Coles County Jail and her bond was set at $25,000. Additional charges are pending.
