Effingham, IL-(Effingham Radio)- The City of Effingham would like to congratulate City Clerk, Abbey Nosbisch, on being awarded Employee of the Quarter as a part of the City’s Employee Recognition Program. The Employee of the Quarter Award recognizes an employee who demonstrated either distinguished or extraordinary service during the fiscal quarter or other accomplishments that typically go unnoticed but are worthy of recognition.
Nosbisch was nominated for Employee of the Quarter because she has performed above and beyond expectations on a regular basis. Nosbisch not only performs her job duties at the utmost professional level, but she has also demonstrated numerous times the ability to provide quality leadership through team-oriented projects by assisting other co-workers quickly and efficiently with their tasks.
Nosbisch is a real asset for the City. Her knowledge of city software, policy and procedures and her communication skills have made her invaluable to the City and we would like to acknowledge her for a job well done.

As for the City Council meeting, Council members approved an application for $7.8 million in Federal funding for Phase 2 of the extension of Ford Avenue. The Council agreed to commit to 20% of the cost, and the deadline to apply is this Friday.
Public Works Director Jeremy Heuerman also announced that Effingham has received $1,275,000 from the State Department of Commerce and Economic Opportunity for sewer line work for the City. This will help the City upgrade sewer lines and modernize them. The Council also approves a rezoning at 412 West Temple from single-family residential to multiple-dwelling district, and withdrew another rezoning request for 800 South 5th Street. City Planner Greg Koester said this may be revisited under a special use permit.
City Commissioner Libby Moeller then reported that she has received a number of complaints from city residents about derelict properties. Other Council members understood the concerns, with City Attorney Tracy Willenborg stating that some of these property owners have been taken to court over it, with some of them being torn down. Mayor Schutzbach later said the process for getting the City involved can be tedious.
Commissioner Moeller also said that school starts up again this week, and reminded motorists to slow down and be mindful of the children attending school this fall.
Also recognized at the meeting was Ashlyn Davis, a student at Effingham High School, with a certificate of recognition for her participation in a FBI Youth Leadership Program. This is an eight-day leadership program involving 62 participants from around the world.
