Louisville, IL-(Effingham Radio)- The Clay County Board held their regular meeting Tuesday evening and discussed a variety of topics, including approving construction on Hickory Hill Lane.
Clay County Highway Engineer Darin Koelm gave details on the proposed project, stating that two different labs told him that the soil is not compatible with previous repair efforts. Koelm explained they intend to do a soil-cement stabilization with three-inch aggregate with soil-cement, citing other roads where it was successful. The cost, however, is what caused some pause from the Board. The estimate received from Mt. Carmel Stabilization is $1,986,268. The Board discussed the cost, as members talked with Koelm to get more details. Koelm said the County spends more on repairs for Hickory Hill Lane than any other stretch of road in the county, and this is the best solution for the long term. He said since the County is receiving state funding through the Rebuild Illinois Plan (around $610k), this is the best time to “bite the bullet” and take care of the road for the foreseeable future. Koelm said the new road should last for several decades. Ultimately the Board approved the project with an 11-1 vote, with Chris Rinehart voting no.
Representatives from the Clay County Fair also addressed the Board to thank them for the funding made available through the American Rescue Plan. The money was used for repairs on the Merchants Building and for improvements to the livestock buildings.
The Board heard from Tammy Byers about the Clay County Board of Health, heard from Jennifer Venable in Bob Sellers’ absence for the Clay County Hospital Report, and from Gretchen Beppler with animal control. Gretchen reported that they are still waiting to find out more about the septic tank, and she thanked Tractor Supply for the donation of dog food.
Sheriff Andy Myers also presented the Sheriff’s Report, and the Board heard from County Clerk Amy Britton, Treasurer Stacey Allen, and Circuit Clerk Crystal Ballard.
Chairman Joe Goodman then asked for approval to appoint Kelly Colclasure to the Board (District I) to replace retired member Ted Whitehead. He also asked for Steve Lewis to be re-appointed to the 911 Board. Both moves were approved.
Goodman also asked for Board members and public participation at the Centennial meeting on Tuesday, July 16 at 6:00pm at the Clay County Courthouse. He said all those who wish to have a say in the celebration should attend.
